That the SED approach of Puthoff, Rueda & Haisch simply does not work. It is naive, incomplete and does not give predictions that can be tested. Also there is a perfectly good model for the origin of inertia in the standard model i.e. the Higgs mechanism

The basic thing wrong with the SED ZPF theory is that it only deals with virtual photons. It does not have the vacuum polarization even of virtual electron-positron pairs, much less quarks, neutrinos, W bosons and gluons.

Naive micro-quantum theory of the standard model however cannot explain the facts that:

off-mass-shell virtual dark energy ~ 73% of universe

off-mass-shell virtual dark matter ~ 23% of universe

real on-mass-shell baryons, leptons, photons ~ 4% of universe

The problem is that the effects are too large by 122 powers of ten ~ (Lp^2Λzpf)^-1 = (10^-6610^-56)^-1 using naive micro-quantum field theory without the macro-quantum vacuum ODLRO "More is different" (P.W. Anderson) "condensate" Higgsian residual inflation field that generates the 4D "supersolid" smooth curved twisted fabric of 4D space-time in form of Einstein-Cartan tetrads and spin connections from the coherent vacuum Goldstone phases.
