The problem with government funded big science is that it is politicized and dominanted by pressure groups and peer review agencies. It is the same problem is government defense contracting and NASA. These programs become intrenched with peoples' careers built around them. This makes it politically impossible for new ideas to even be considered, especially if it threatens to undo a previous 10-20 years of work (and career advancement of the people involved) that has been built up around these bureaucratic organizations.

The tokamak fusion program, along with NASA, is a classic example of the pathologies of bureaucracy and institutionalism. Advances in fusion will not occur until we get rid of ITER and the rest of the tokamak program.

This kind of government funded institutionalism has created much problem for fission as well. Now that nuclear fission power no longer gets the bulk of attention from government, reasonable ideas such as the integral fast reactor (IFR) and others are now be adopted into fission power plant design. It is my opinion that nuclear power was pushed onto the industry in the 60's and 70's when it really was not ready for the "prime-time". This, along with other considerations, some valid, some not; led to the political backlash against nuclear power that is finally beginning to abate.

I know several former anti-nuclear power activitist who have changed their attitude towards nuclear power once becoming familiar with the IFR. Westinghouse has developed a slightly less advanced version of the IFR that they will base all future nuclear plants on.

I have no idea if ZPE or cold fusion are real. Sonofusion appears real to me and its looking increasingly likely that cold fusion is real as well. The question is if these approaches can be scaled up to produce energy cost-effectively, or if they can only remain oddities such as the Farnsworth fusor. Only further development will determine this, development that will not occur as long as the tokamak fusion project exists.

My feeling is that "cold fusion" is a useful technololgy even if it cannot be scaled up because it may be usable as part of a new nuclear fission technology. We know that the IEC (Farnsworth fusor) makes a good neutron source, which may allow for fission using U238 as fuel.

NASA exists to employ 20,000 civil servants until retirement, which the shuttle and ISS is perfectly optimized to do. The tokamak fusion program exists to employ many PhD physicists until retirement, which is what it is optimized to do.

Remeber, government bureaucracy exists to employ as many bureaucrats as possible.
