"black world technology -- the discrepancy in the defense budgets noone can explain, and the programs which politicians and officials have the right to deny even exist."
Lots 'n lots of money, and very "hush, hush". Though admittedly, some "black world labs technology" has reached the public.

Although... one can but wonder what other secrets might be hidden in this "black world"...
The ultimate secret ?
The one secret that keeps mouths shut. The secret whichs unraveling would enable independence for the public, independence from empowering energy production fascilities (scaring the hell out of governments). There isn't any secret more secret than this one.
Personally, I don't give a rat's ass about being able to fly to other planets, as long as I can power my home safely and cheap (preferrably for free).
But the revealing of this secret (if it exists) is hardly likely due to the above mentioned circumstances...
What do You think?
