Everything Woodward and Puthoff are doing, even if it were to work in their own terms, would still not work as warp drive or star gate metric engineering. Any attempt to change inertial mass with Mach transients, or Higgs field is VERY DANGEROUS if it were to work because of the delicate balance fine-tuning in e/m.
This may even apply to my theory BTW. But since the effects are scale dependent it's probably OK to tweak at large scales without affecting small scales - barring nonlinear "turbulent" coupling of different scales. The scale issue is in the NEXT STEP. Ignoring it can be the DOOMSDAY DEVICE see Ch 11 of Sir Martin Rees "Our Final Hour". Metric engineering makes nuclear weapons look like exploding caps if one is not careful.
