    Legal Pelosi Issues Statement on Failure of Senate to Pass New Energy Bill

    On Friday, the Office of the Speaker of the House Nancy Pelosi released her statement in response to the Senate's failure to invoke cloture on a House-passed energy bill.

    Cloture is defined as the one procedure through which the Senate can vote to place a time limit on consideration of a bill or other matter in order to overcome a filibuster. Under Rule XXI, the Senate may limit consideration of a pending matter to 30 additional hours, but only by vote of not less than three-fifths of the full Senate, which typically means no fewer than 60 votes.


    "I am disappointed that the Senate was unable to move forward today on the historic energy legislation the House passed yesterday. The House will work with the Senate on a bipartisan basis to pass a strong energy bill and send it to the President's desk for his signature," stated Pelosi.

    Those in the Senate who are opposed to the new energy bill, largely Republicans, do not like the roll-back of oil companies' tax breaks, mandates for alternative energy minimum electricity generation levels by 2020, or the inclusion of pork. The cloture bid was shot down by a vote of 53-42.

    The Bush Administration has already said the President will veto the bill if the tax break roll-backs and renewable energy mandates are not amended or removed. The elimination of the tax breaks would cost big oil companies an additional $13 billion over the next decade, and those opposed are concerned that that would hinder their business and drive up oil and gas prices.

    Republican critics have stated that government cannot tax better fuel and energy standards and policies into existence and they must be engendered by the free market. They argue that creating taxes and mandates harms consumers and the economy by sharply driving up prices...

    Bill Richardson Calls for New Energy and Security Doctrine in Speech to Green Xchange

    12/10/2007 -- LOS ANGELES, CA-- New Mexico Governor and Democratic Presidential candidate Bill Richardson today called for a new American energy doctrine in a speech at the Green Xchange Global Conference in Los Angeles, California.

    "The climate cannot tolerate the indecision of our leaders," Richardson said. "We need bold action now to fix the situation. My energy plan consistently has been measured as the boldest, most integrated, and most comprehensive platform offered by any candidate.

    "It is going to take more than having the right stance on the issues. I am the only Democratic candidate who has real executive experience on energy, security, and the environment. The best plan will work only if the next President challenges the nation and commits to moving quickly."

    Governor Richardson proposed that the United States return to its rightful place as a world leader.

    "By adopting strong energy rules and incentives at home, we will show the world the America that it used to see-- an innovative country that leads by example," Richardson said. "As we make these changes at home, we also will conduct international negotiations aimed at reducing carbon emissions.

    "We need real diplomacy. I have been tested as a diplomat throughout my career, and I will bring that experience to the negotiating table."

    Richardson elaborates on his energy doctrine in his new book Leading by Example: How We Can Inspire an Energy and Security Revolution.

    New Energy Bill: Big Winners Are Biofuel Co's and Major Oil Co's (Score: 1)

    The United States Senate passed the Energy Bill 86-8 after $13 billion in oil company taxes were dropped from the bill.

    Voting on an earlier version of the bill with the tax package still included, the Senate came up one vote short (59-40) of ending a filibuster staged by Senate Republicans in support of the oil companies. The bill will now go to the House where it is expected to pass, and the President is expected to sign the legislation into law before the end of the year.


    The Bill mandates that 36 billion gallons of biofuel fuel consumption by 2022, or more than 25 percent of total fuel use based on 2006 consumption...
