ElectroDynaCat, you are essentially correct, in a straightforward world; but we live in anything but a clear and simple world. Unfortunately a “good theory” is in the eyes of the beholder. Mills “thinks” he has a good theory, which serve him well to “resolve” his experiments and ensure repeatability. Nevertheless to get something done you need money/investors and “they” want insurance from the established science, despite the “empirical” evidence, as it is very well illustrated in Mike Carrell’s message below (responding to “avisho” – see original post - Vlad):

Skeptics on this forum have concluded that the orbitsphere model cannot be stable using elementary analysis of the moving charges; they conclude that following steps by Mills include indefensible assumptions to get to the numbers on which the successful calculations are based, and therefore the numerical correlations you note are meaningless. Others on this forum disagree with this reasoning.

Years ago, Mills' insight about the sub-quantum states led to a series of experiments with catalysts which were preselected based on the criteria given in the papers. Initially, he had no lab facilities, so these experiments were performed in industrial and university labs under his sponsorship. At least one Master's thesis used a BLP experiment as its subject. Operation of BLP current experiments have been witnessed by a team from Rowan University. Supporting experiments have been performed by Conrads in Germany and Phillips et.al. at the University of New Mexico. Papers based on these latter have been published in peer reviewed professional journals. Critics on HSG do not accept as valid any experiment performed by any associate of Mills or sponsored by Mills. By that criterion, even due diligence cooperative experimentation performed by a major corporation would be rejected on academic grounds.

The ultimate test here is successful construction of a working commercial device, and replication of it in a commercial sense. Skeptics can then purchase the device and test it to their heart's content and then try to fit its performance into accepted physical theory.

I suggest continued study of the experiments on the website. Some reports have been truncated as the content has been published in a professional journal and copyright control has passed to those journals. The journal references are given in each case.
