Ive been told on a tech board that a working model is not a requirement at the PO any longer.

So what is known from other sources ?

The person filing the application is Bernard Haisch, who has worked with Hal Puthoff over the years. Hal Puthoff is the lead researcher at Earthtech, which often does experiments to confirm (or falsify) new energy claims such as cold fusion and the like. Hal's physics ideas are highly speculative, but their experimental techniques are rock solid. Earthtech has actually falsified every cold fusion claim made to date. If Earthtech is able to demonstrate energy generation using the technique described in this patent, you can be sure that it is real.

This patent application is based on one of four experiments that haisch and Puthoff have proposed for the virification (or falsification) of generating useful energy from the ZPF. The Earthtech site has a section where this paper and others like it (wormholes and "negative" energy generation) are available for ddownload in pdf format.

The approach that this patent application is based on is to reduce the energy level of the hydrogen atom electron to below the principle quantum orbital. This concept looks remarkably like Blacklight Power's "hydrino" concept.
