If the speed of light is a constant only most of the time then by definition its not constant !

I suspect the speed of light is dependant on the nature of the medium through which it travels (duh....think about it !) Since a vacuum is not nothing but instead a seething foam at the quantum level then surely it stands to reason that light would be affected by the level of quantum activity (ZPE). Could it be that gravity (and hence local mass density), ZPE density, light etc are all intertwined. In our region of space it just happens to result in a light speed of 3 x 10^8.

If the speed is far higher between solar systems and even higher between galaxies then all that "missing" dark matter isn't missing at all. The calculation was wrong !
